Usually what goes bad is the rims rust out, sometimes near the valve stem hole. I have repaired other "oddball" wheels by cutting off the old rim and cutting the center out of another good wheel. If you are careful the weld won't be all that noticeable. Carefully mark both wheels before you start cutting and use some scrap to hold everything in line and level. It won't work for an Indy car but it's fine for a wagon or plow, etc.
