In Europe the "truck" of choice is a trailer behind a farm tractor.
In Europe road speed for tractors is either 40 or 60kph which figures to 25 or 38mph. Either speed is insignificantly faster than 18mph.
The higher speeds adding to the inertia of the heavy trailer behind the tractor. In addition to the tractor's mass, makes for a lot of energy to absorb during sudden stops.
The most likely "hydraulic malfunctions" were a loader bucket or main boom seeping downwards over time. And a limited experience operator who likely pulled the loader joystick to "dump" instead of "curl".
