1952 TO30 Carburator Troubles

When I drive my tractor up an incline it seems to flood the engine with fuel. I have taken the carb apart, cleaned it, adjusted the carb per the shop manual and still the engine floods drivin up an incline. I have adjusted the Main Jet Adjusting Needle and I have changed the float settings in the carb to reduce the fuel level in the bowl, neither have worked. Does anyone have any suggestions or a cure for this problem? I can drive up the steepest hill backwards all day long with out even a hick-up or a miss fire.
