I'm not disputing what you're saying, but I wonder how on earth a Ford 460 coule even play in the same league as that Cummins. They shouldn't even be close. The 460 shouldn't even be close in performance to the Cummins of that day...
Sure there isn't something wrong with the new one like fuel pressure or filters, or something stupid like that?
If not, then yes, there are chips. Also, I thought the high output version of that thing was something like 3-1/4 out of the box... A friend of mine has an '03, and it's in no way short of power.
