I think that price is towards the upper end for a '99 but it sounds like it's a very nice truck so I'd say it isn't out of line. I've got a '99 24v 2500 and as the others have said a fuel pressure gauge is critical, I'm also running a FASS aftermarket lift pump on mine and run just over 20 psi of fuel pressure all the time. Mine has 3:55 gears and an automatic so it was a little on the doggy side but yesterday I put an Edge Comp on it and even only on level 2 (of five) the 60hp increase made a big improvement power.
