OT: cedar tree windbreak covered in bagworms

Have a dense windbreak about 20 yrs. old, fairly tall for density. Handpicking worked well when they were shorter, now too tall to be effective any more. What advice now past handpicking. Don't have ag. insecticide application license. What would most economical solution? Thanks in advance for any thoughts. Jim.
