Depends on your state. In Kansas as long as you have the slow moving vehicle sign on your tractor during the day time and lights at night you have as much right to the road as any tagged vehicle (with the exception of roads with minimum speeds). 4 wheelers are specifically banned from road use unless they are tagged and have working brake and tailights.
