It's been a while since I did my M-S 458 on my TO-30 but as I recall, I slipped the seals over the shaft all ready installed in the bore and then pressed them in place. I don't remember any particular proble with this part of the rebuild. I wonder if you have a the correct seals. These kits are probably now made in East Beijing where quality control is non existent.
