It sounds like you have a plugged passage somewhere. Did you blow out all the passages with carb cleaner and compressed air? It might even be something as simple as a mixture screw improperly adjusted. You will probably have more luck getting answers if you post your question in the Garden Tractors forum. Those guys know small engines pretty well.
