Most people in areas that freeze put in water mixed with calcium cloride {salt water] because it will not freeze, is heavyier that pure water and is cheap. But the down side is it eats the rims if you let a valve stem leak. I use cast iron weights as they are removable and don't make a mess if you have a flat tire like fluids do. I also feel that fluid in tires does not absorb shock and transfers it to the drivtrain of the tractor causing more wear. Had an IH mechanic tell me once 90% of the rear end, final drive overhauls he did on tractors had fluid in their tires.
