Be very careful! Water right laws vary from state to state. You are under no obligation to provide water to your neighbor BUT, if you are willing, find an attorney who specializes in water rights and retain him to assist you. If you decide you want to go ahead and provide water to your neighbor, make your neighbor include the lawyers fees into what he has to pay you to obtain the water right. Water rights are very valuable and out here the old adage of "whiskey's for drinkin' and water is for fightin' " is certainly true.
