Isn't that photo quite clearly an accident involving a tractor being hauled on a trailor? Perhaps It is not relevant to "tractor parades," unless you believe no one ought ever to haul a tractor on any highway? My view is "when anyone is hauling a farmall on a highway, the same rules apply as if it were an ambulance; everyone pulls over and waits for it to pass."
