Whoops, let me try that again: O.K., I took some photos of my governor and bad seal to help explain things; the first shot shows the front casting with the seal removed,
 and the second shows the damaged seal where it fits on the casting.
The O.D. of the seal measures 35mm/1.378" with my calipers, is approx. 6.42mm/.253" wide, and the hub of the pulley that goes through it measures 22mm, or .866".
I'll be looking around for a replacement, but sure would like to hear from anyone who has already had luck finding a source... Thanks!
