Instead of guessing tire height, it took almost two minutes to find the exact numbers.
11.2x38=57.0"dia
12.4x38=59.0
13.6x38=61.5
14.9x38=64.0
15.5x38=61.0
16.9x38=66.3
18.4x38=69.3
As you can see the 15.5x38 is a short *ssed low profile tire to be used where extra width is required without increasing tire dia. The shorter stiff sidewalls make the 15.5x38 a good pulling tire.
If you want more width without gaining height. The rims will have to be swapped out for 30" dia units.
