John deere 60 carburetor 1952

I would like to know what it take to adjust the carb?
The two idle screws,how much do they need to be turned out?
Whats the big brass screw on the bottom of the bowl?
Witch way does that screw have to be?
It would start fine with the choke,but will not idle.
But, it also seems to be running rich,I can smell it
I have the carb off now,their is some rust in their that I will clean,but what then. I DON'T want to pay $250 for rebuild,their doesn't seem to be much to the carb.
Also,whenI started the tractor,their was oil leaking out of the hose between the top air cleaner bracket and the top intake of the carb.
I don't have any oil in the bottom of the oil bath air cleaner,would that have something to do with it?
