Most likely one of two things, and both likely more time consuming that costly...
1. When a remote is activated, open the pilot line from the remote to the priority valve pack under the cab/seat. This is a load sensing line, and with the remote activated there should be flow coming from the remote to the priority pack. If there is no flow, then there is likely a stuck/leaking/cracked shuttle check valve in the remote body. That's the more doubtful problem.

2. the most likely problem.... is that the combining/sequencing valve in the priority valve pack is hanging/sticking. If you look at the pack you will see a series of plugs with allen heads and some hex. This plug is the lower left, and there will be a front and back plug.
I generally remove the pack from the tractor, disassemble the whole thing, clean it well in varasol, and then lube everything in clean oil when you reassemble it. I always change every O-ring. Put it back on the tractor and it'll work. There is also a screen on the combining valve to catch dirt.... which may be broken/dirty/ etc. The problem is that there is a relief valve built into the combining valve, and there is some dirt holding it off it's seat. DO take the relief valve apart and clean it. Be sure to mark the relationship of the set screw to the spool and then count the turns out. Set it back where it was.
It's a few hours of misery work if you've got a cab, but clean it and it should work. Watch for dirt... might be a pump coming apart....
If there is a cab, then access is obtained by removing the floor mat and then removing the rear access cover. Any more questions; just holler. Also a good idea to pick up the Ford manuals. It'll cost you, but they're worth their weight in gold.
BTW, I'm assuming that this tractor has the engine pump.... If it doesn't, then the problme is almost certainly in the remote itself.
