Can you tell if the fan on the CPU is turning?

I'm guessing there is a fan mounted right on the CPU on the board and that it has quit. When it gets too hot, it shuts down.

Have you looked inside the system unit in a while? (the box part) Is it really dusty inside?

I was working on a PC the other day that was very dusty inside, the dust ate the fan bearing out that was mounted right on the CPU, and when it quit turning, the CPU would heat up hot enough to leave a brand on your finger. At that point, it was shutting down. The fan had actually partly melted onto the CPU socket.
