When it suits you. I inspect all my old parts and use what I can. I even make some of them depending on what they are. I usuall settle for good mechanics as I use my old junk to farm with. I haven't even painted one of mine since 97. They look decent, but could use some spiffing up from where they are in the sun so much the paint has faded on all of them.
