Engine doesn't have to run very slow to obtain 540 on the 1000rpm shaft. 54% of the engine rpm where rated pto/1000 rpm occurs.
E.g. 1900 rpm for rated pto so .54 X 1900 = 1026 rpm. That's more than 600-800 idle rpms.
