3M 5200 Marine Sealant is a polyurethane adhesive that I've used for a number of different applications. if you wire brush the steel, it will stick very well. Similar products are made by the Sika company. One of those might be a better choice, but I have no experience with them. 3M 5200 and Sikaflex are available at most marine hardware stores or from Jamestown Distributors.
