Check with your local New Holland dealer for manuals. They've got some good stuff. Something else to check is compression. If it's got bad rings, my 9N was like this, it won't have enough compression/suction to pull the fuel and air mixture into the cylinders. Is the spark coming at TDC? Is the spark nice and blue? If you can pull start it but not start with the starter it's probably a weak battery. Doesn't have enough juice to crank and spark at the same time. Is there fuel on the plugs when you take them out? Are all your fuel lines open? Did you remember to check/clean the screen in the sediment bowl? Screen in the carb? This one is one I missed. It's at the carb end of the line from the fuel tank. There's a brass fitting that the fuel line goes into on the carb. Take this fitting out and you'll find a screen inside the carb.
