I don't know your soil but know peat is spongy. hay needs a firm seed bed, we pack it and when seeded you hardly leave a boot print on clay loam. We use the press drill then drag it then pack it to get good soil/seed contact. If it is that loose drag it or something to firm it up as for the fluid if you don't need take it out. You can always use cast weights or put it back in.
