The sleeves in the Ford engines are dry. I went through the same situation with a Ford 8N. That sleeve is loose in the bore and needs to come out. It will need to be reset in the bore using sleeve locktite. NAPA and others have it. Buy the smallest size because you will only need a small amount. Go to the Ford or 8N board and you will have all your questions answered about this problem. HTH
