It could be the coil or dirty or out of adjustment carburetor. If you have an inline spark tester, try running the tractor with the tester hooked up. You could also use a spare plug to check for spark. But remember, sometimes a weak coil can fire a plug out of the cylinder, but can't fire it under compression. You should get a fat blue spark at the plug. This will narrow it down to either the ignition or the fuel system.
