YT Admin. Help!

I have been having the same problem with the photo adds for some time now. I click to go to the next page to upload a pic and it says Error Approval required, then i scroll down and there it is where i up load my pic, then it says it was added. I look on photo adds and its not there. A couple days later it will show up. Why wont it go on photo ads right away like it used to? I tried the e-mail them but never any replys back.
