OT why different CDL,'s A,B,C,D,etc ???

I'm looking at doing some delivery jobs w/ 1 ton dually Dodge & 25ft gooseneck 14000# rating. If I'm under 26000# gross, would I even need a CDL? I'm in Okla and would pull surronding states Thanks Jerry Castleberry Claremore OK
