I just talked to a guy that said it was pretty common for them to be turned up. He mentiond that a ball had to be removed on the outside of the pump and under it was a screw that you could turn a quarter turn counter clockwise. If this had already been done he suggested taking it to a diesel shop to be rebuilt and set to the max.
