Most of the older starters With "Field/Armature" windings will turn the same direction reguardless of plarity that is hooked to them . The only way you can change rotation is to change dircetion of current flow in one of the windings Fields or Armature not both. I have done this to make Motors for a winch from a 56 Ford starter "or like" using four starter solonids to reverse the current through the armature while keeping the same through the fields . you can use a 6 volt on 12 volts I have seen them last for years .
