IH SUPER A GOVENOR PROBLEM

i need some help..the govenor on my super A is not working correctly...it does not return to idle and revs the engine way up. my dealer made it sound like a big deal to fix...i just want to know if i can pull the cover and not be getting in over my head and also is there is supposed to be oil in the housing? all the manual says is that it is pre set at the factory. thanks in advance
