I don't know about capping or plugging, but I have been successful in ditching them out. First, make sure that the spring is natural, not caused by broken or plugged tile, or an abandoned well. Next find your nearest outlet (or an area that the extra water won't be a problem). Run a tile through the satuated area. Stay out of the tile trench when you are near the wet spot, the walls cave in very easily. Last spot I did this to runs water all year long.
