John Deere 6400 hydraulic problems

I have a 94 6400 that has a hard time starting due to something going on in the rear of the tractor.When the steering wheel is turned while turning the tractor over it seems to help, if the tractor starts it may stall whithin seconds.
There is also a whine between the Rock shaft that sounds like a pump cavitating for a moment.
After all this if the tractor starts it runs great.
Any info. is appreciated.
