1466 steering

every now and again when I start my 1466 the steering doesnt work. but sometimes it does. i have pulled the mcv out and rebuilt all of that, changed the filter, rebuilt the cylinder and I checked the pump and it seems to pump just fine. my local shop doesnt seem to know what the problem is. i could really use some help.
