Under the points plate in the distributer there will be a set of weights that advance the points cam as the engine speeds up. Allows for timing to fire after TDC when starting and then advance when running. The cam is a shaft that should rotate on the distributer shaft. Easy way to check is try to turn the rotor in the distributor. if it is solid or sticks this is your problem. The way things sound with your rig these may be sticking. Little bit of penetrating oil on the wick under the rotor will solve this problem.
