Is it going to be a wood foundation on dirt or can you pour a slab and build off that ? I'd figure your construction details to be tight on paper and do the best you can while building it, having an eye for keeping all joinery tight. One thing comes to mind to keep the rodents from climbing would be something like the termite shields used by the sill plate on houses. Metal flashing like piece that keeps the insects from climbing. Give it some careful thought, you'll come up with some good ideas, before you build. rodents don't like having to chew metal, some tight knit hardware cloth can be good to stuff in voids.

We are fortunate to not really have venenmous snakes here, and I'll say that the corn snake is a friend around here, they love rodents.
