I had the same problem last November. I pulled it apart and found that the release arm had bent. Ford had a problem in 1999 and 2000 models, and then beefed it up. The part will cost about $30.
In 1999 Ford got rid of the dual mass fly wheel, so a new clutch won't be as expensive. I decided to replace mine while I had it apart. $400 from NAPA.
