adminstrative approval for a photo ad?

I tried to post a photo ad for a ford 501 sickle mower for sale, and when I got to the photo upload it said I needed adminstrative approval ? and they would get back to me within 24 hrs? Why? I had the same thing happen last week when I tried to list a manual for a continental engine for a IH 50T bailer, and I never heard anything back from them. Confused
