Lost parts in the mail

I usually have good luck getting parts in the mail that I've purchased. One time I had a gear fall out of the box that wasn't taped up good that was shipped thru the mail. I was out of luck there on any refund. Now there is a shipment of parts that hasn't shown up at all thru the mail. I purchase several items from these sellers and have not had problems before. What's customary between a buyer or seller on refunding money when the parts don't show up?
