So you have good flow of clean fuel to carb. Is there a screen fitting on inlet of carb bowl? Some may have that and some won't but check there next to make sure not plugged screen. Might try squirting some carb cleaner in just inlet on carb or even WD-40 as needle may just be gummed up sticking and if that doesn't work pull it apart and put in another kit. Just be sure to check the float if it is fuel laden or collapsed replace it since new floats are available reasonably. Make sure float isn't bent rubbing on sides of carb bowl also. Can check the float for leaks by holding it in a pan of hot water (not boiling) with a pair of pliers and if any leaks will see air bubbles spewing out at leak.
