Most brake controllers won't apply power to the brake circuit unless they sense that there's a load on it. I've had both a Prodigy and a Drawtite in recent years and both don't have any output unless they detect a load. Also, an inertial controller won't apply full braking unless the vehicle is moving. If they don't sense decelleration, they only apply enough voltage to hold the brakes, not to stop the trailer. Connect a 12 volt bulb between the brake terminal on the vehicle connector. Apply the trailer brakes using the manual over-ride lever on the controller (make sure there's power to the controller). As you apply the over-ride, the bulb should light up and get brighter the more you apply the brakes. If it does, the controller & wiring are working and the problem is in the trailer. If it doesn't, either the controller is malfunctioning or there's a wiring problem in the vehicle. Keith
