Soft clutch in 589B backhoe

Without a total overhaul is there anything you can do to tighten up the clutch pack on a Case 580B backhoe. What does this thing have? Its not a hydro and its not really a clutch is it? Mine slips going up hill in 4th gear. In 1st and 2nd it will spin the tires. Gary
