engine races on my 9n

Help!
The engine on my 9n races when moving the throttle ownly sightly! I pulled the governor apart and it appears to be ok, no broken parts! But i don't no how the govenor really works! If I pull the governor rod back by hand the engine slows. The problem sounds like the governor, but before I shell out $235.00 for a new one maybe someone out there can help me! Thanks!
