O/T: air compressor capacitor

My father-in-law picked up a used compressor. It's got a 220v 2hp motor. When you turn it on, it does absolutely nothing. I've verified that it has power, the cord is good, the pressure switch is closed and the thermal reset is reset and good. Is there a way to check the start/run capacitor on the motor to see if this is the problem? Or is the motor junk? Something else that I'm overlooking? Opinions and suggestions are welcome and appreciated. Thanks,
