Hmm, either missed a passage, or maybe not enough vacuum to operate it. They can run on carb cleaner when the vacuum is still too low to make the carb work. Or perhaps the electric fuel shutoff solenoid if it has one.
Float level ok in the carb ? It does have good fresh gas right ?
