I could be wrong ? or it could of been changed over ,but on one that old I don't think they lock when the air is gone. That old stuff usually has a drive shaft brake that is a hand lever. The others are describing the maxi brakes on newer stuff that has a spring to apply the parking brake when the air is gone. These you have to use a draw bolt and release them.
