Yes, and even some of the TH400s have no vacuum hookup. I've got two diesels with TH400s and they use full-mechancial modulators - instead of the OEM setup that uses a vacuum-regulating-valve hooked to a vacuum modulator.
The mechanical modulators eliminate the need for a mechanical vacuum pump on many diesel trucks (assuming they don't have vacuum operated cruise-control or dash-servos).
