First thing I'd do is change that hydraulic filter and she how things are at that point. Since both pumps pull thru the same filter, this might possibly be a cure for both of your problems as the hitch is at the bottom of the food chain in that tractor and the power steering is the first to show problems when the system tries to bypass cold. If you still have to use full system pressure to raise that hitch, I'd really be suspect of your hitch pump. Hope ya get 'er, Allan
