Wind chill mini definition: With no wind, warm things warm up the air around them and this warmer air keeps them substantially warmer. With a wind, the warmed up air is blown away making it feel much colder, because the warm thing (you) are continually warming up much colder air. It is an approximation, but it is certainly important when considering what to wear, or whether to let the kids out sleding.
Here in Central MN it has been about 2.5 weeks of 20 below to 15 below nights, and 10 above days. We need snow very badly. we are 5 to 8 inches short of moisture and what we have is sublimating away with no topsoil penetration. JimN
