battery discharging on BS

I have a Briggs & Stratton L Block #422347. When you turn the key on the amp gauge is pegged to full charging. The tractor will start, it will run fine. You can disconnect the battery and it will run fine. BUT when you shut the tractor off, the battery is dead. You can put a test light on the battery and it won't even light. What's my problem??? The motor does not have an electric clutch on it. It has already been removed. The motor sis charge fine before rebuild. HELP!!
