Massey Ferguson steering problem

Hi I bought a MF 275.I believe its a 1985 model. The steering wheel turns freely but no movement in the front wheels. The front wheels however will turn when the front end is lifted but not as quik as they should.
The fella I bought it off says it steered ok when he parked it in the fall although it was abit stiff. When I turn the wheel about 20 full turns abit of fluid spits out of from under the steering wheel. When I stop turning the wheel I can hear the fluid returning to the pump...if this means anything.
Any ideas on where to start would be really appreciated. Thanks
