No it cant,not safely. Hire one of those mobile home movers to do it with a truck.It will be too heavy for the AC to move or stop. It would be an expensive mistake if you get in the road with it and something breaks or you get in an accident - remember it is very wide and also hard to go around corners with if it is 3 or 4 axle. You need a fair sized dozer or big tractor to move them off road .
